History

History of the Office of the Public Guardian of Guam

Organizations that serve elder persons and persons with disability, such as Guam Memorial Hospital and Guma Mami, had petitioned the Guam Legislature in 2000 to establish a Public Guardian on Guam. The Guam Legislature responded, and in January 2001 the Office of the Public Guardian was established. The office was placed in the Supreme Court of Guam. The Chief Justice of the Supreme Court appoints the Public Guardian.

The Office of the Public Guardian of Guam was created to protect and support vulnerable adults who are unable to manage their personal, medical, or financial affairs. As part of the Judiciary of Guam, the Office plays an important role in ensuring that individuals under guardianship are treated with dignity and respect, while safeguarding their rights and well-being.

Over the years, the Office has worked closely with the courts, families, service providers, and the community to carry out its responsibilities. Its services include investigating guardianship cases, monitoring court-appointed guardians, and, when necessary, serving as guardian of last resort.

The Office continues to evolve to meet the needs of the community, with a focus on improving access to services, strengthening oversight, and supporting informed decision-making for those under guardianship.

  • John Weisenberger – Former Public Guardian (2001 to 2008)
  • Marcy Santos – Former Public Guardian (2009 to 2024)
  • Andrew T. Perez- Public Guardian (2024 to Present)
