The Office of the Public Guardian provides essential guardianship services to protect adults who are unable to care for themselves due to age, illness, or disability.
When appointed by the Superior Court of Guam, the office serves as guardian of the person and/or estate for individuals who have no suitable family member or representative, ensuring their personal well-being, safety, and financial interests are properly managed. In addition to direct guardianship, the office plays a critical role in supporting the court by assisting in guardianship proceedings, helping evaluate cases, and overseeing or monitoring other appointed guardians to ensure compliance with legal responsibilities.
Beyond direct court-appointed roles, the Office of the Public Guardian offers a range of advisory, support, and community-based services designed to strengthen guardianship systems and promote independence. These services include providing guidance and education to individuals, families, and organizations involved in guardianship matters, offering counseling and alternatives to guardianship where appropriate, and assisting prospective guardians through the application and court process. The office also develops public education programs and resources to raise awareness about guardianship and encourage responsible caregiving within the community. Key service functions include:
- Serving as court-appointed guardian when no other responsible party is available
- Assisting the court in guardianship appointments and oversight
- Advising and supporting individuals and organizations acting as guardians
- Providing counseling and alternatives to avoid unnecessary guardianship
- Offering public education, outreach, and resources on guardianship matters
